i dont know how it works in canadia. but here in america, you need A DEAD BODY to convict someone of murder. of course there are exceptions, but generally american juries want to see a body before they will convict someone of a killing.

maybe canadians trust their government so much that theyll take their word on everything. but americans like to hold their government to the same standard that the citizens are held to.
